The short version

US 17 is the only continuous north-south route east of I-95 in North Carolina. It runs from the South Carolina line through Wilmington and Elizabeth City to Virginia. [22]

It is a mix of freeway, four-lane highway and two-lane road. Expect traffic lights, town speed limits and farm equipment on some stretches, not interstate driving the whole way. [22][23]

Two big Wilmington-area projects matter most right now. The Hampstead Bypass is being built north of the city, and NCDOT is choosing how to replace the Cape Fear Memorial Bridge. [1][3]

US 17 floods in big storms. During Hurricane Florence in 2018, flooding closed it and every other main road into Wilmington for several days. [8]

What kind of road to expect, south to north

NCDOT's January 2018 study counted about 55 miles of US 17 in North Carolina as freeway and about 155 miles as expressway or other multilane road. About 72 miles, nearly a quarter, were two-lane. [22]

Those numbers are from before newer bypasses opened, so today's two-lane share is smaller. Treat the split as a rough guide. [22][17]

In Wilmington, US 17 crosses the Cape Fear River on the Cape Fear Memorial Bridge, together with US 76 and US 421. NCDOT now calls NC 140 the former US 17 Wilmington Bypass. [3][1]

In Jones County, the US 17 bypass of Maysville and Pollocksville opened on November 14, 2019, about eight months early. It cost $143 million and has one interchange, at Pollocksville. [17]

From Williamston to Virginia, the 2018 study describes four lanes the whole way, mostly with a median. Posted speeds there ranged from 55 to 70 mph. [22]

One stretch in that section has a two-way center turn lane instead of a median. It runs from US 17A east of Windsor to the south end of the Chowan River bridge, so watch for turning traffic. [22]

Where no limit is posted, North Carolina's default speed limit is 55 mph outside towns and 35 mph inside them. Controlled-access highways can be posted up to 70 mph. [23]

Hampstead Bypass in Pender County, as of September 2026

NCDOT is building the Hampstead Bypass, project R-3300, in two segments. Segment A runs from NC 140 to NC 210, and Segment B from NC 210 to north of Hampstead. [1]

NCDOT lists the total cost at $490 million, with both segments funded, on a page updated July 31, 2026. [1]

Southbound US 17 near Leeward Lane moved permanently onto new lanes on the evening of May 29, 2026. Northbound traffic did not change. [2][24]

The first piece of the bypass, from NC 210 to Sloop Point Loop Road, is expected to open in late 2027. [2][24]

Port City Daily reported that the finished bypass will be 12.6 miles long, with full opening in 2030. Until then, drive through Hampstead on the old road and expect shifted lanes. [7][2]

The Cape Fear Memorial Bridge in Wilmington

The Cape Fear Memorial Bridge was built in 1969. It is a four-lane vertical-lift bridge, about two-thirds of a mile long. [3]

NCDOT says the bridge carries trucks hauling freight to and from the Port of Wilmington. It also says repairs, maintenance and bridge lifts cause delays and unreliable travel times. [3]

NCDOT calls the bridge safe but near the end of its life. The replacement is estimated at $1.1 billion, and a $242 million federal grant was awarded in 2024. [3][4]

Two designs are under study. Alternative A is a movable span with 65 to 135 feet of clearance. Alternative B is a fixed span with 135 feet of clearance. [4]

NCDOT held public hearings on September 14 and 15, 2026, and is taking comments through October 15, 2026. [4]

WHQR reported that Wilmington City Council opposed Alternative B and asked for other options. It also reported that the project must be ready by September 2027 to keep the federal grant. [25]

Tolls are an open question. NCDOT rejected a private toll bid on July 2, 2026, but says it still plans a traditional toll bridge if state law changes. [5]

No replacement construction has started as of September 2026. The last big closure was preservation work in 2024, when the deck grid and stringers were replaced and all lanes reopened on May 8. [3][21]

Port of Wilmington gates off US 17

The container terminal is at 1 Shipyard Boulevard, through the South Gate. General cargo uses the North Gate at 1870 Burnett Boulevard. [16]

As of September 2026, NC Ports lists container gate hours of 7 a.m. to 6 p.m., Monday through Friday, with last receiving at 5:30 p.m. General cargo runs 7:30 a.m. to noon and 1 to 3:30 p.m. [15]

The reefer hours differ between two NC Ports pages. One lists 7 a.m. to 5 p.m. with a 4:30 cutoff, and another lists 8 to noon and 1 to 4:30. Confirm with the terminal before you run a reefer load late. [15][16]

You need a TWIC card, or an escort, and no passengers are allowed. Container trucks use South Gate lanes 2 or 3, and drivers stay in the truck in the container yard. [15]

NC Ports says its average truck turn is 18 minutes for a single move and 32 minutes for a drop and pick. For the full first-visit walkthrough, see our Port of Wilmington guide. [16]

If your load goes to Morehead City instead, NC Ports lists hours of 8 a.m. to 5 p.m., Monday through Friday, and trucks must check in by 4 p.m. [15]

Military and farm freight on the corridor

US 17 is part of the national defense highway network, known as STRAHNET. It connects Camp Lejeune, Coast Guard Air Station Elizabeth City and the Sunny Point Military Ocean Terminal. [22]

The same NCDOT report says US 17 carries eastern North Carolina farm products to ports in Virginia, North Carolina and South Carolina. [22]

Self-propelled farm equipment is allowed on parts of US 17 in Bertie, Chowan and Pasquotank counties, in daylight with a trailing pilot vehicle. In harvest season, plan for slow equipment near Windsor and Edenton. [22]

Farm equipment wider than 16 feet needs one direction of the Chowan River bridge closed to cross. That is coordinated with the Highway Patrol and county sheriffs, so a short hold there is possible. [22]

Work zones to know, as of September 2026

The US 17 bridge over the Tar River between Washington and Chocowinity has had lane closures for preservation work since April 2026. NCDOT expects the work to last through summer 2028. [11][12]

Inside lanes in both directions close first, then the outside lanes. Through traffic stays open the whole time. [11]

Near New Bern, the NC 43 Connector is under construction as a four-lane divided road between US 17 and NC 43 in Craven County. The New Bern MPO lists completion in fall 2028. [18]

Speeding in a posted highway work zone adds a $250 penalty in North Carolina. With lane shifts at Hampstead and Chocowinity, that is a real risk on US 17. [23][2][11]

Storms, flooding and evacuation routes

When Hurricane Florence hit in September 2018, flooding closed I-40, US 17, US 74, US 76 and US 421, cutting off Wilmington for several days. US 17 flooded in Brunswick County. [8]

As roads reopened, NCDOT's route into Wilmington from the north was I-40 East to NC 24 East at Exit 373, then US 17 South. [9]

Smaller storms matter too. In September 2024, floodwater damaged northbound US 17 in Town Creek, in Brunswick County. Traffic ran both ways on the southbound side, and NCDOT suggested NC 211 to US 74/76 as a detour. [10]

All of US 17 from Williamston to Virginia is a hurricane evacuation route. Most NC evacuation routes are marked with round blue signs. [22]

NCDOT tells drivers to check DriveNC.gov or call 511 before and during storms, and never to drive through floodwater. For more, see our hurricane season guide. [13]

I-87, stops and what we could not confirm

Congress designated a future interstate from Raleigh to Hampton Roads in December 2015, and it was numbered I-87 in 2016. North of Williamston, it would follow US 17 through Elizabeth City. [22]

The 2018 study estimated upgrading that US 17 section at $849.7 million to $945.2 million. A February 2024 report said the full route could take about 20 more years, and Virginia's section is not yet in its plans. [22][26]

Near the Virginia line, the Dismal Swamp Welcome Center at 2356 US 17 North in South Mills has 24-hour restrooms. We found no source saying whether trucks can park there. [14]

We also found no official source listing a weigh station on US 17. Some third-party sites claim one near Hertford, so watch for open-scale signs rather than rely on those lists. [20]
